Public Works Director - City of Chula Vista

PROGRAM:  "City of Chula Vista's Asset Management Program"

The City of Chula Vista is coordinating an Asset Management Program that will provide the foundation for developing a fiscally sustainable infrastructure system/management strategy. A critical step in this process is to engage the community on needs and to build broad consensus around priorities. The City of Chula Vista recently passed a 1/2-cent sales tax to address high-priority infrastructure needs identified in their asset management program. Rick Hopkins leads a diverse team of over 160 employees including managers, technicians, finance professionals and a broad array of trade workers responsible for maintaining the City's infrastructure while preserving its natural environment. Chula Vista covers approximately 60 square miles with a population of over 260 thousand residents.

Mr. Hopkins is currently focusing efforts toward fully implementing the City's Asset Management Program (AMP) for better stewardship of the City's vast infrastructure investment. The AMP is a comprehensive, systematic approach to inventory and assess condition of the City's various infrastructure elements, consider risks and consequences of failure of these assets, plan and project sustainable preventative maintenance and restoration schedules, and seek out funding mechanisms to fully implement the program.  The Chula Vista electorate passed a ten year, half cent local sales tax in November of 2016.  The successful passage of this tax measure is largely credited to the transparency and credibility of the AMP.  Approximately $165M will be generated over the next ten years and will enable the City to address most of the failed or failing critical assets identified in the AMP.

Mr. Hopkins was appointed Director of Public Works in January of 2009.  Mr. Hopkins first joined the City of Chula Vista in 2006 as the Assistant Director of Public Works after 22 years with the State of California, Department of Transportation, Caltrans, District 11. Mr. Hopkins held a number of varied engineering positions at the District, which encompasses San Diego and Imperial Counties, including Deputy District Director over the Design and Construction Divisions. These divisions were responsible for design and construction of over $1 billion of highway infrastructure during this time. As a Caltrans executive, Mr. Hopkins was recognized for his leadership at the local, district and statewide levels towards "continuous improvement" with a focus on strong "customer service".
