SUMMARY OF PROGRAM:
Community resilience has become a much higher priority for the South Atlantic states in the years since Hurricane Katrina and Superstorm Sandy. We have had ten years of minimal hurricane activity in the South Atlantic states. We know that it is only a matter of time before we experience an upswing in frequency and severity. State, County and Municipal Emergency Management Divisions are actively working with educational establishments and with private industry to plan for such increases and how we will respond to more quickly recover. A significant part of planning for events includes research and cooperation on local building code improvement to encourage or require more resilient construction, especially in those communities which are more susceptible to losses. Charleston is an excellent example of such efforts. In the last few years we have seen significant strengthening of requirements for both wind and earthquake resistance in buildings. One example is the extensive study undertaken on older schools for earthquake resistance which resulted in the temporary closing of one elementary school until it could be retrofitted to increase its resistance. There has been a much larger shift in building code requirements on the private construction side with the 2005-7 change to International Building Code standards for the residential industry. A dramatic difference there. We will see the results after a storm. We still expect that the tract builders will have a much higher failure rate on their homes, but overall, we will see better results from the private market than 25 years ago after Hugo.
